PLANNING AND ZONING COMMISSION
March 14, 2012
A Regular Session Meeting of the EAST HARTFORD PLANNING AND ZONING COMMISSION was held in the Town Council Chambers, 740 Main Street, East Hartford, Connecticut on March 14, 2012.
The meeting was called to order at 7:49 p.m.

CALL TO ORDER
Chairman Anthony Kayser declared a quorum present. Chairman Kayser stated that Mary Whaples would be voting in place in Kathy Salemi and be acting secretary, and Travis Simpson would be voting in place of Kathy Salemi. Additionally, Chairman Kayser stated that the Commission would be voting with seven members.

MAJOR FLOOD HAZARD DEVELOPMENT PERMIT – Under Section 601 to allow reconstruction of an existing canopy structure and concrete foundation/slab on land located a 10 South Meadow Lane.

Applicant: Goodwin College
Upon a motion by Mary Whaples seconded by John Ryan, the Commission Voted (7-0) to Approve the above Major Flood Hazard Development Permit with the following conditions:
1. Final plans are to be signed and stamped by the Professional Engineer and/or Land Surveyor licensed in the state of Connecticut who is responsible for the work.
2. Provide separate plans for each application and label them accordingly.
3. Provide calculations and a certification by a Professional Engineer licensed in the State of Connecticut for the design of the proposed pavilion. The calculations shall demonstrate that the design of the structure is adequate and anchored for flood velocity within the floodway of the Connecticut River. The calculations shall also demonstrate that the structure is flood proofed to the criteria outlined within the zoning regulations, that the structure can withstand anticipated hydrostatic and hydrodynamic loads, and that the structure will not adversely impact upstream properties per section 601.12 of the zoning regulations.

SITE PLAN APPLICATION – 10 South Meadow Lane, Reconstruction of an existing canopy structure and concrete foundation/slab to an existing recreational/educational facility.

Upon a motion by John Ryan seconded by Paul Roczynski, the Commission Voted (7-0) to Approve the above Site Plan Application with the following conditions:
1. In evaluating this application, the Planning and Zoning Commission has relied upon information provided by the applicant and, if such information subsequently proves to be false, deceptive, incomplete, and / or inaccurate, this permit shall be modified suspended or revoked.

Upon a motion by Paul Roczynski seconded by Tom Fitzgerald, the Commission Voted (7-0) to Approve the above Site Plan Application with the following condition:
1. In evaluating this application, the Planning and Zoning Commission has relied upon information provided by the applicant and, if such information subsequently proves to be false, deceptive, incomplete, and / or inaccurate, this permit shall be modified suspended or revoked.

Applicant: Town of East Hartford
Upon a motion by Travis Simpson seconded by John Ryan, the Commission Voted (7-0) to Approve the above Site Plan Application with the following conditions:
1. In evaluating this application, the Planning and Zoning Commission has relied upon information provided by the applicant and, if such information subsequently proves to be false, deceptive, incomplete, and / or inaccurate, this permit shall be modified suspended or revoked.

REVIEW OF CORRESPONDENCE
- Letter from Ronald P. Cormier; State of Connecticut Transportation Maintenance Director Bureau of Highway Operations dated March 1, 2012 regarding Main Street Closure Structure RT 5.
Commission acknowledged the letter from Ronald P. Cormier; State of Connecticut Transportation Maintenance Director Bureau of Highway Operations dated March 1, 2012 regarding Main Street Closure Structure RT 5.

SETTING OF WORKSHOP DATE
It was the consensus of the Commission to set the date of the next workshop was set for April 4, 2012 at 5pm.
MISCELLANEOUS
- Commission agreed to change the public hearing date for April meeting has been changed to April 18, 2012 due to construction in the Council Chamber.
- Upon a motion by John Ryan, seconded by Paul Roczynski the Commission Voted (7-0) to require emergency electrical generator of 20kw or below to be treated as ground mounted mechanical equipment. Such equipment shall be installed to manufacturer’s specifications and in accordance with the State of Connecticut Building Code and Connecticut Equipment and Piping Code. Any electrical generator above 20kw will require formal site plan approval thru the Commission.
